On November 14, the Party Committee of the State-owned Assets Supervision and Administration Commission (SASAC) convened a video conference for the heads of central state-owned enterprises (SOEs), to convey the important speech and spirits delivered by General Secretary Xi Jinping at the sixth plenary session of the 19th Central Committee of the Communist Party of China (CPC), and to make arrangements for the systematic study, publicity, and implementation of the spirits among central SOEs under SASAC. Hao Peng, Party secretary of the CPC Committee, SASAC and director of SASAC, presided over the conference and delivered a speech. Chen Chaoying, Tan Zuojun, and Ren Hongbin, members of the CPC Committee, SASAC, conveyed the spirits of the plenary session. Weng Zuliang, secretary of the Leading Party Members Group and chairman of China Minmetals, Guo Wenqing, general manager and deputy secretary of the Leading Party Members Group, attended the conference at the branch venue of China Minmetals.
The conference held that the sixth plenary session of the 19th CPC Central Committee is an important historical moment for the centenary of the founding of the Party and a grand meeting of overall, historic significance convened at a crucial historical juncture under the leadership of the Party, Chinese people have realized the first centenary goal and are now embarking on a new journey towards the second centenary goal. The work report and important speech delivered by CPC General Secretary Xi Jinping at the plenary session systematically summarized the new major achievements made by the Political Bureau of the CPC Central Committee since the Fifth Plenary Session of the 19th CPC Central Committee, in coordinating both domestic and international situations, coordinating COVID-19 pandemic prevention and control and economic and social development, and coordinating development and security, in promoting various undertakings of the Party and the country, and also set out clear requirements for implementing the spirits of the plenary session and for work in all areas. The Resolution of the CPC Central Committee on the Major Achievements and Historical Experience of the Party over the Past Century reviewed and adopted in the session upheld the core position of Comrade Xi Jinping in the Party Central Committee and in the Party as a whole, upheld the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era (Xi Jinping Thought) and reflected the common wish of the CPC, People’s Liberation Army and Chinese people of all ethnic groups. The Resolution is the most important political achievement since the 18th National Congress of the CPC, with a decisive significance in the cause of the Party and the country and of promoting the historic process of realizing the great rejuvenation of the Chinese nation.
The conference emphasized that studying, promoting and implementing the spirit of the plenary session should be regarded as a major political task at present and in the future and we should firmly grasp the work requirements of the study, promotion and implementation; strengthen organizational leadership and dedicatedly promote overall coordination; in virtue of the spirit of the plenary session to unify thoughts, build consensus, enhance confidence, and arise the fighting will; ensure that the spirit of the plenary session has been implemented throughout each link of work of state-financed central enterprises. Party committees (leading Party members groups) of each central enterprise should carefully plan and arrange relevant work to integrate and digest the studying of the plenary session spirit and CPC General Secretary Xi Jinping’s important “July 1 Speech”, take the studying of the plenary session spirit as a focus to consolidate achievements of Party history study and education; insist on studying the original publications, reading the original text, and comprehending the embedded principles; take various learning styles to instruct the majority of Party members, Party officials and the masses to comprehensively master the abundant connotation and core principle of the plenary session spirit. We should organize and carry out centralized publicity and actively use promotion resources to popularize the plenary session spirit into workshops, work teams and grassroots level, well implementing the spirit in state-financed central enterprises. We should keep firmly in mind the country’s top priorities; closely integrate the implementation of the plenary spirit and well perform the functions of state-financed central enterprises; focus on the improvement of quality and efficiency centering on the stability on the six fronts and security in the six areas — keep employment, the financial sector, foreign trade, foreign and domestic investments, and expectations stable to ensure security in the six areas of employment, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments; ensure each work of the year can be accomplished with high quality. State-owned enterprises should firmly adhere to the overall leadership of the CPC; guide and guarantee high-quality enterprise development by high-quality Party Building; welcome the successful opening of the 20th National Congress of the Communist Party of China with excellent achievements.
