  On the morning of October 7, Zhang Mengxing, MCC President and Deputy Secretary of MCC Party Committee, inspected and guided the coal-to-electricity project in Chongli District, Zhangjiakou, and urged to implement the instructions and requirements of Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, to inspect the National Bobsleigh and Tobogganing Center Project for Beijing Winter Olympics. It is emphasized that the political position should be fully improved, the responsibilities and missions of central enterprises should be kept in mind, the construction plan should be made scientifically, and the project should be delivered on schedule on the premise of ensuring safety, quality and ecological environment protection by all means.

  Zhang Mengxing and his delegation first went to the site to check the progress of the project, and extended their holiday greetings and sincere gratitude to all project employees. At the on-site special meeting organized later, Zhang Mengxing listened to the work reports of the joint headquarters of the project and the participating units, and pointed out that Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, inspected and guided the National Bobsleigh and Tobogganing Center Project for Beijing Winter Olympics, stressing that it is necessary to improve the political position, give full play to the role of central enterprises, focus on high-standard and high-level construction, and complete the Winter Olympics blueprint drawn by General Secretary Xi Jinping with meticulous care. In this regard, all the employees should fully enhance their ideological understanding, faithfully implement Guo Wenqing's instructions for inspecting the National Bobsleigh and Tobogganing Center Project for Beijing Winter Olympics, and make contributions to the Winter Olympics Project.

  For the follow-up work of the project, Zhang Mengxing put forward seven clear requirements:

  The first is to strengthen confidence, overcome all difficulties, and make the impossible possible. The Winter Olympics is not only a project or a sports event, but also a reflection of the image of China. Chongli District of Zhangjiakou, as one of the main venues of the 2022 Winter Olympics, has unique regional advantages and natural environmental advantages. After the completion of the project, it will play an important role in the control and improvement of environmental pollution in Chongli District. It is one of the 76 projects of the Winter Olympics, which is of great political significance. After the group's adjustment of the project organization model and the round-the-clock hard work of all participating personnel, the project construction has achieved initial results and has entered the critical stage of late multi-tasking and cross-working.  Everyone must improve their political positions, speed up and mobilize with the spirit of swearing not to stop until the goal is completed to ensure that this tough battle is realized as planned. The employees should strengthen confidence, concentrate energy, constantly challenge themselves, sprint for new goals, turn the impossible into the possible, truly reflect the comprehensive advantages of MCC, strive to be highly recognized by the owners and society, and continuously enhance the brand influence and social popularity of MCC.

  The second is to plan scientifically, implement accurately, and make a good plan for the implementation of the project. The huge system engineering can not be separated from scientific planning and precise implementation. The coal-to-electricity project in Chongli District of Zhangjiakou is divided into five parts: external power grids, external pipelines, retaining walls, auxiliary buildings and the main powerhouse. It can be said that each part is different and has its own characteristics.  Coupled with the fact that the project has many specialties, employees, and cross-operations, and that it will soon enter the winter construction phase, the project quality and construction period will face greater challenges, which requires to consider the difficulties more fully and formulate measures more pertinently. The joint headquarters of the project should carefully organize and scientifically plan the project, and make detailed construction plans for different parts and operations, especially the partial projects on key lines should be planned in advance, and the preparation of materials and equipment should be planned in advance, so as to better prepare for the subsequent process construction. The five major construction units must understand the drawings and work procedures, arrange the plan ahead, race against the clock for the construction period, and spare no effort to catch up with the schedule.

  The third is to work together and form a joint force to enhance project organization and execution. The biggest advantage of MCC lies in its strong comprehensive ability, and every MCC person has a spirit of daring to take responsibility and face difficulties. As long as it is fighting for the honor of MCC, there are no difficulties that cannot be overcome. Due to the overall consideration of the group, it set up a joint headquarters at the project site and deployed multiple subsidiaries to coordinate operations. The joint headquarters of the project must give full play to the role of coordination and organization, and effectively strengthen the cooperation and collaboration of all participating units and subcontracting teams; all participating units and personnel must obey the unified command of the joint headquarters, and work with one heart and one mind, guarantee weekly progress with daily progress, and guarantee monthly progress with weekly progress, so as to fully demonstrate the enterprise style of MCC that can solve serious problems and keep its promise.

  Fourth, leaders should take the lead and guide in front to solve the on-site problems the first time. After the outbreak of the COVID-19 pandemic, Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, issued an urgent "mobilization order" the first time, demanding that leading cadres and Communist Party members should stand ahead during the extraordinary period, and that the "pillars" of central enterprises should "stand up" at a critical time, so that the party flag could fly high at the forefront of MCC's battle to prevent and control the COVID-19 pandemic. It is because MCC has such a team of leading cadres with excellent quality and ability that MCC's operating performance in the first half of the year is remarkable. In the first half of the year, MCC was the only one of the eight construction central enterprises whose income and profit were increasing. The operating indicators from January to September were the best growth period in recent years, which fully demonstrated the spirit of MCC people who dared to take on the responsibility and meet the challenges, and reflected the management effect of MCC in grasping all the work closely, early and accurately. It is on this basis that it put forward the self-pressurizing goal of sprinting RMB one-trillion orders this year. In the second half of this year, it is hoped that all the employees will continue to maintain this high level of energy and carry forward the good style of leading cadres who are brave enough to work hard and stick to the command of frontline operations. They will find and solve problems on the spot, treat every day as a final sprint and race against time to ensure the safety, quality, efficiency and performance of the project as scheduled.

  The fifth is to maintain stability and strictly control risks to ensure the safety and quality of the project and ecological environment protection. At present, MCC has entered a new stage of high-quality development in an all-round way, which requires to maintain stability and strictly control risks. No matter how tight the construction period is, safety, quality and ecological environment protection should be taken as the premise. The employees should adhere to the principle of putting life first and safety first, pay close attention to the implementation of safety work in both thought and action, and ensure that "zero accidents" and "zero casualties". It is necessary to establish the quality management awareness of all employees, strictly control the quality from the details, further provide guarantees for safety, and lay a good foundation for progress. It is necessary to do a good job in the construction of safety, civilization, standardization and ecological environment protection, earnestly carry forward the spirit of "doing a project, fighting a battle, making friends and occupying a position", so as to show the image of MCC with the project quality and enhance the market competitiveness.

  The sixth is to conscientiously perform duties, dare to take responsibility, and earnestly assume the social responsibilities of central enterprises. It is an urgent need for central enterprises to fulfill their social responsibilities for economic and social development, and it is also an important way to enhance the competitiveness of enterprises. The project management team must do a good job in contract performance and real-name management of migrant workers, truly distribute wages to every migrant worker, never default on wages to migrant workers, and actively maintain social harmony and stability. It should treat partners and subcontractors well, care about the enterprise and project employees, and try its best to create a good working and living environment for everyone. It should make full use of social resources, shoulder the responsibility of central enterprises, play a bigger and better role, and make positive contributions to economic and social development.

  The seventh is to strictly enforce discipline and clearly define rewards and penalties to ensure the seriousness of the plan. Clearly defining rewards and penalties is one of the important criteria for testing the execution of enterprises and projects. There are three stresses in the joint headquarters of the project, which are subjectivity in the face of objectivity, dedication in the face of hardship, and methods in the face of difficulties. The three stresses are very good, but it still has rewards and penalties. If people do well, they will be rewarded, and if they do not make enough subjective efforts, they will be punished. As long as it makes clear rewards and penalties and implements responsibilities, the overall plan of the project will be realized on schedule. The project management team must strictly implement the construction progress of each node, and assess the subcontracting team according to the time node to ensure the seriousness of the plan. The daily plan should be implemented by the specific responsible person. If it is said to be done, the award will be given or the penalty will be made. It cannot be an armchair strategist. It is necessary to continue to carry forward the MCC spirit of "No delaying and slacking", and strive to sprint for one month, so as to make due contributions to MCC's successful completion of the Winter Olympics project, further deepening its strategic cooperation with Zhangjiakou and expanding its regional market.
