Guo Wenqing Hosted the First Enlarged Meeting of MCC Leadership After the Spring Festival

  Everything takes on a completely new look at the beginning of the new year. On the morning of February 20, Guo Wenqing, Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, hosted the first enlarged meeting of MCC leadership after the Spring Festival. The meeting discussed priorities for the reform and development in 2021, and underlined the necessity of innovating while sticking to the right way forward, working hard and undertaking responsibilities in the new year. The practice of "being doers rather than talkers" and the enterprise spirit of "no delaying and slacking" should be followed and promoted, so as to usher in the new chapter of high-quality development under the theme of "focusing on the core business and building a better MCC".

  As said by Guo Wenqing, in the past year, China Minmetals and MCC bucked the trend under huge pressure and yielded great achievements. And the year of 2021 got off to a good start, with the newly signed contracts in the first month valuing over RMB 100 billion and the total revenue and profits seeing fast year-on-year growths. Those hard-won gains are remarkable, so is everyone in China Minmetals and MCC. The past achievements have laid a solid foundation and accumulated strength for us; but on the other hand, we cannot grow complacent and particularly held back by the previous successes. We should stay humble and prudent without gaining in arrogance and impetuosity, and keep working hard for progress, hopefully, to get all works improved to a higher level and make fresh new breakthroughs in the new year.

  With regard to the priorities of the reform and development in 2021, Guo Wenqing raised the following 6 requirements:

  First, the political building should be enhanced unswervingly, so as to complete the cause entrusted by the Party. Politics is a required course for leading cadres, the most distinctive essential feature of and the lifelong subject for the Party's members, and also the primary task of all works of the central state-owned enterprises. In the new year, we should drive forward the high-quality development of the Party in all aspects, with the Party's political building as the top priority and the overarching principle. Understanding and following the spirits of important speeches and instructions by General Secretary Xi Jinping, especially those made during his visit to the National Bobsleigh and Tobogganing Center, we should adhere to the mission to stay world-class, uphold the values of independent innovation, follow the problem-oriented work style, and strive for excellence and success. We need to work with faith, loyalty and passion, and remain true to our initial aspiration and mission to serve the Party and the country, consolidating the root and the soul of revolutionary ideals and beliefs. The in-depth education in the Party's history is required, so as to cultivate the worldview, outlook on life and values from the aspect of belief and keep them in line with the requirements of the CPC Central Committee and the thoughts of the General Secretary. With their duties fitting in with the requirements of the CPC Central Committee and the big picture of the reform and development, the leading cadres should thoroughly implement the principles and policies by the CPC Central Committee and the decisions made by the higher-level Party organizations.

  Second, more attention should be paid to reform and innovation, to accelerate the building of the new development pattern. Reform is a critical approach to drive the process of socialist modernization, also a key measure for enterprises to achieve high-quality development. The future of MCC could not be so promising without the brave reform and innovation under the theme of "focusing on the core business and building a better MCC" made since the "September 5" meeting. According to the historical experience, reform and innovation present the only way to overcome the current problems and the institutional obstacles, and the only way to build an ecosystem suitable for new ideas and entrepreneurship to grow, where vitality, competitiveness and positive energy are brought into full play. Deepening reform is closely associated with the implementation of the new development philosophy and the building of the new development pattern. We should fully and faithfully apply the new development philosophy, work on the tasks of creating a new development pattern, and propose reform plans in a more precise way, in the purpose to drive the reform to progress in depth. The integration of reforms in different areas, as well as the implementation and effective results of reforms, should be advanced as highlighted tasks. While actively identifying, seeking for and reacting to changes, the big-picture view and systematic thinking should be enhanced. And the reform policies, progress and results should be further coordinated, to give full play to the effect of the reform as a whole. The integrity and systematicness of reform and innovation need to be emphasized. All departments and subsidiaries should apply the thinking of reform and innovation to their own works, and study the correlation of various reform and innovation measures, to facilitate the collaborative development of reform and innovation under integrated planning.

  Third, the main responsibilities and business should be further strengthened, to move the national team of metallurgical construction to a higher level. In the 2021 Annual Working Conference, the strategic roles of MCC and the national team of metallurgical construction have been defined. For MCC, it means to follow persistently the path to the high-tech and high-quality development, making itself the national team of metallurgical construction, the main force of infrastructure construction, and the front runner of emerging industries. While the national team of metallurgical construction should always stay first-class in the world and stand at the forefront of the whole metallurgical industry. With its own advanced core technologies, constantly-improved innovation and R&D abilities, and irreplaceable advantages in the integration of the whole metallurgical industrial chain, it should undertake the duty of making China a powerful steel provider with an intelligent, green, low-carbon and highly efficient metallurgic industry. For entrepreneurs, the primary way to show patriotism is to build first-class enterprises. We should aim at the world's top national team of metallurgical construction, and focus more on the main responsibilities and business. Centering around two strategic roles and "181 plans", core technological breakthroughs should be advanced, especially in technologies to tackle bottlenecks and cutting-edge technological innovations, with the best resources allocated for the most urgent tasks. The building of the metallurgical equipment industrial park should also be accelerated, inviting in MCC Equipment, MCC Steel Structure and other specialized companies, to create a platform for the "cloud manufacture" of metallurgical equipment. Based on the comparative advantages of traditional metallurgical engineering, we should expand outwards appropriately and polish our brand constantly. The industrial chain should be extended and the development should get diversified within a reasonable "enterprise boundary" and "combat radius", so as to improve our core competence and quality. And we should also expand our "snow" business by seizing the favorable opportunities coming with the Winter Olympics. We will be dedicated to building MCC's own characteristic snow town symbolized by the National Bobsleigh and Tobogganing Center and delivering high-quality results in the service business for the Winter Olympics. Hopefully, in this way, our event service brand could be built up, to make contributions to the building of "a leading sporting nation".

  Fourth, more importance should be attached to the market development, and the design and operation of "big environment, big platform, big market and big project" need to be further promoted. Market development is the key to the enterprise's growth, also one of the MCC's strengths. All these years, we have always considered market development as the priority and explored constantly business opportunities in places full of vitality, which provides the driving force for MCC to keep marching forward. We should keep playing to our strengths, innovating our marketing model and finding new opportunities in the right places. Based on our advantages in traditional engineering technology, capital and brand, considering the needs of industrial growth, potential markets and relationship with local governments, we are expected to embrace more big and new projects and to create new strengths. All subsidiaries should take root in the local areas to improve their regional influence and control ability, and do well in marketing within their "base camps" to avoid "darkness under the light". PPP projects outside the area should be approved by the Group. The Group should fight as a whole with systematic strength. Regional companies should count on the development of big projects, and each subsidiary should uphold the idea of "big market" and improve the normalized market coordination mechanism, to resolve the problem of "scattered and disordered system" radically.

  Fifth, fairness and justice should gain more attention, and a work environment featuring "incentives and happiness of all" should be created. MCC has now ushered in a new chapter of high-quality development themed by "focusing on the core business and build a better MCC". In analyzing and resolving problems and selecting, assessing and appointing cadres, more attention should be paid to fairness and justice. In this way, a work environment full of harmony and passion can be built and everyone's initiative and creativity can be promoted; as a result, the employees will be more satisfied and the enterprise will enjoy a better reputation. By fairness and justice, it refers to building the enterprise into a "big family" where development, appointment, reward and salary and treatment are fair to all. The Group headquarter should play its leading role, as the overall performance of a department can best represent the leadership abilities of its Head. The cadres should be selected and appointed in a fair and upright manner. The selection process should be conducted in line with certain institutions involving the whole organization, with loyalty to the Party and good morality as the basic requirement and personal performance and abilities as the assessment criteria. The purpose is to sort out the cadres with strong determination and good decision-making and action-taking abilities. The performance assessment and salary system should be applicable to all employees, not subject to any restriction exerted by anyone else on or under the table. It is also necessary to fully understand the thoughts and demands of current cadres and employees, so that everyone can be respected and able to grow in an all-around way with more confidence and passion.

  Sixth, the ability to manage and lead the team should be further strengthened and the conduct and the image should be improved firmly and comprehensively. The ability to manage and lead the team is essential for the main leading cadres, without it, all the other abilities cannot make any sense. On one hand, we should firmly improve our conduct and bear in mind the importance of integrity and self-discipline, following the rules of incorruptible practice for the SOE leading team, relevant disciplines of the Group, and the Eight Rules on improving Party and government conduct. The leading cadres should stay loyal and eye on details. Every one of them is required to focus more on trivial matters and remain alert, and should never isolate themselves from the mass in the daily life, avoiding especially ostentation, extravagance and privilege. On the other hand, we should present a completely new look and fight against bureaucratism and formalism. Only the most practical and efficient meetings should be held, and only the most straightforward and binding documents should be released. Following the requirements of General Secretary Xi Jinping, we should be devoted to our works and fully present the good image of MCC's leading team. The Party-mass and publicity departments at all levels should be more concerned about the positive promotion and the guidance to positive public opinions. The enterprise brand and culture promotion need to be further improved, so as to enhance the cohesion and competence of the enterprise.

  Attendees in the meeting include: members of the MCC leading team including Zhang Mengxing, Yan Aizhong, Zou Hongying, Shi Dexin, Qu Yang, Zeng Jianzhong, Liu Fuming, Bai Xiaohu and Zhu Guangxia; relevant persons in charge of Strategy Development Division, Office, Enterprise Management Division, Finance and Treasury Division, Party Group Organization Division and Party-mass Work Department of China Minmetals; and MCC non-leading-team senior executives and relevant persons in charge of the functional departments of the headquarter.
