On September 30, Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, conducted a working meeting in Baoding with Dang Xiaolong, Secretary of the CPC Baoding Municipal Committee, and Guo Jianying, Mayor of Baoding Municipal People's Government. The two parties made an in-depth discussion on cooperation in such fields as the construction of municipal infrastructure, trade logistics, financial services, green prefabricated building industry, environmental protection, development of minerals and metal materials, and new-type urbanization, and witnessed the signing of a strategic cooperation agreement between MCC and Baoding Municipal People's Government.
Guo Wenqing expressed his gratitude for the care and support given by the CPC Baoding Municipal Committee and Baoding Municipal People's Government to China Minmetals and MCC for a long time, introducing the development status and achievements since the strategic recombination of the two Fortune Global 500 enterprises. Guo Wenqing pointed out that since the strategic recombination, China Minmetals has always adhered to the goal of "quadrupling in three steps" to continuously build and consolidate the business system of "four beams and eight columns" centering on the metal mining, metallurgy construction, trade logistics, and financial real estate, so as to promote the enterprise to enter a new stage of high-quality development. In recent years, taking political development as the guidance, technological innovation as the key, construction of project platforms as the focus, and leadership building as the guarantee, China Minmetals and MCC have completed a series of quality projects including the Beijing Winter Olympics Snowmobile and Sled Venue, Tongzhou Universal Studios, and Shanghai Disney Resort, which have been highly praised by all sectors of society. Currently, the assets under management reach RMB 2.16 trillion. The operating revenue exceeded RMB 600 billion in 2019, ranking 92nd among the Fortune Global 500 enterprises. At present, China Minmetals and MCC are actively promoting exchanges and cooperation with local governments and industry leaders based on their own business fields in accordance with the important instructions of "New Development Pattern of Dual Circulation" made by General Secretary Xi Jinping.
Guo Wenqing emphasized that Baoding is a central node of the Beijing-Tianjin-Hebei world-class city cluster and a bridgehead of Xiong'an New Area, a millennium plan of China. It enjoys a prominent strategic position and a superior location, which highly matches the strategic layout and business development of China Minmetals and MCC. China Minmetals and MCC have attached great importance to all-round, multi-layered cooperation with Baoding, laying a solid foundation for cooperation, and developing a profound friendship between the two parties. By the first half of 2020, ten subsidiaries of MCC have implemented 36 large-scale construction projects in Baoding, totaling a contract amount of RMB 22.395 billion. In the future, China Minmetals and MCC will stick to the national strategy for Beijing-Tianjin-Hebei coordinated development and the requirements of the CPC Baoding Municipal Committee and Baoding Municipal People's Government, and give full play to their advantages of management, technology, talent, and funds in relevant fields to actively engage in the construction of municipal infrastructure, trade logistics, financial services, green prefabricated building industry, environmental protection, development of minerals and metal materials, and new-type urbanization in Baoding, thus expanding cooperation space and innovating cooperation modes. He spoke highly of the achievements made by China Minmetals since its strategic recombination, and briefly introduced the basic information of Baoding's economic and social development. Dang Xiaolong indicated that under the background of major national strategies for Beijing-Tianjin-Hebei coordinated development and all-round construction of Xiong'an New Area, Baoding has been defined as an important regional central city that boasts a broad development prospect. By virtue of the strong development momentum and energetic officials and in accordance with the deployment of the 9th Plenary Session of the 11th CPC Baoding Municipal Committee, Baoding adheres to the people-oriented guidance, the main strategy for Beijing-Tianjin-Hebei coordinated development, and the two principles of "serving Beijing, collaborating with Xiong'an, and promoting the transformation of industries and cities", and speeds up the construction of "Five Baoding" of "Baoding featuring innovation, intelligent manufacturing, beautiful landscape, talent, and culture", build "eight highlands of innovation-driven development, industrial transformation and upgrade, Xiong'an coordinated guarantee, new-type urbanization development, favorable business environment, ecological conservation, cultural & spiritual heritage, and legal construction", build a city of quality life in the Beijing-Tianjin-Hebei world-class city cluster, and accelerate the construction of a quality-first, livable and business-friendly Baoding.
Dang Xiaolong stressed the importance of project construction and investment promotion to the development of Baoding. As central enterprises, China Minmetals and MCC have strong capital, technology and construction strength. It is hoped that they will give full use of these advantages and resources to participate in construction projects in Baoding, such as the reconstruction of urban villages and old residential communities in the main urban area, the introduction of emerging industry projects, relieving Beijing of functions non-essential to its role as China's capital, building a national regional medical center, protection and treatment of the ecological environment, and construction of the urban rail transit, distinctive towns, and full-featured counties. In addition, they are expected to carry out in-depth, high-level government-enterprise cooperation in multiple fields and strive for win-win development. The CPC Baoding Municipal Committee and Baoding Municipal People's Government will create favorable conditions and provide the best services for China Minmetals and MCC to operate their business in Baoding.
Guo Jianying expressed his gratitude to China Minmetals and MCC for their long-term contributions to Baoding's social and economic development and introduced the progress in strategic cooperation between the two parties. Guo Jianying pointed out that in order to thoroughly implement five development concepts of "innovation, coordination, environment-friendly, openness and sharing" and jointly promote the pace of Baoding's economic construction, a special working group was established by leaders of the Baoding Municipal People's Government and MCC in July 2020 based on the principle of "complementary advantages, mutual benefits, and win-win cooperation", focusing on the specific work in 20 aspects proposed by CPC Baoding Municipal Committee and Baoding Municipal People's Government, and it has achieved certain results. The signing of the strategic cooperation agreement will turn on a new chapter of cooperation between China Minmetals and MCC. It is hoped that China Minmetals and MCC will give full play to their advantages of management, technology, talent and capital in the fields of transportation and municipal infrastructure, urban renewal and reconstruction, ecological and environmental engineering, and further strengthen cooperation in the fields of urban infrastructure construction, shantytown renovation, park construction, ecological and environmental protection, and make new and greater contributions to the dream of building a beautiful Baoding and achieving the common rejuvenation.
The two parties also discussed extensively other issues of common concern.
After the working meeting, witnessed by Guo Wenqing and Dang Xiaolong, Zhang Mengxing, MCC President and Deputy Secretary of MCC Party Committee, and Guo Jianying, Deputy Secretary of Baoding Municipal Committee and Mayor, signed a strategic cooperation agreement on behalf of MCC and Baoding respectively. According to the agreement, based on the principles of equality, mutual benefit and complementary advantages, both parties will actively cooperate in the fields of municipal infrastructure construction, new urbanization construction, industrial park development and construction, ecological and environmental protection, modern new construction industrialization, enterprise transformation and upgrading, characteristic theme projects and financial business, so as to realize resource sharing and common development and build a solid foundation for future cooperation in other projects.
